numbers for president obama and for the country. the unemployment rate remained at a whopping 8.2% with only 80,000 jobs added. well under estimates from leading economists. mitt romney pounced on the news. >> we have seen the jobs report this morning and it is another kick in the gut to middle class families. it's consistent with what i have heard as i have gone across the country and met with families in their homes, in cafes and restaurants and in break rooms. american families are struggling. >> but somehow president obama put a positive spin on it remaining optimistic about the economy and by extension his chances to be reelected. >> we learned this morning that our business has created 84,000 new jobs last month. and that overall means that businesses have created 4.4 million new jobs over the past 28 months.

including 500,000 new manufacturing jobs. [ applause ] >> that's a step in the right direction. >> laura: joining us now from new york david callahan a senior fellow at a progressive organization and elaine chow the former labor secretary under president george w. bush. okay, david. i'm going to let you take a swing at this right off the bat. because when i saw these numbers come down, i thought to myself, wait a second. it wasn't too long ago when i believe it was senator obama complaining that george w. bush thought 200 or 300,000 jobs added was a good number. this is 80,000 jobs. this cannot be spun as good news for americans. >> it's not good news for america. let's recall though that obama made that complaint before we suffered the biggest financial crisis in american history, you know, after the wall street crash of 1929. we lost 9 million jobs as a result of that crisis when obama took office, we were

hemorrhaging 700,000 jobs a month. unemployment hit 10%. so in many ways we have come a long way. we haven't lost any jobs in the last two years. we are making progress. clearly not enough progress. in retrospect that stimulus was not nearly big enough in 2009. that american jobs act that the president tried to pass last september should have been enacted by congress. we're paying the price for that. >> laura: as far as can i tell, the president blame shifts a lot. i really did not hear any evidence that the president is taking any responsibility for this economy. it's either europe's fault, the banking industry's fault, republic's fault or maybe fox news' fault but it's almost. >> don't forget the tsunami, too. >> laura: or natural disaster or wildfires or global. i don't know what clearly, people want a leader to take responsibility for the good

and for the not so good. and i think this is -- this act is beginning to wear thin in my opinion, elaine. >> i think in three and a half years into his administration, i mean it is now his economy. and, yes, he may have inherited a bad he economy, and even if he did, i think the key word is he made it worse. the unemployment rate is up 8.2%. the average unemployment rate from the years 2001 to 2008 was 5.2%. the number of people participating, working in our economy is at an all-time low. the labor participation rate is about 63.8%. again, if you look back at 2001 to 2008, the average labor participation rate was about 67%. so with the workforce of about 155 million people, those 4 percentage points in terms of labor participation rate alone means there are many many americans who have grown discouraged. they have withdrawn from the workforce and they are not

working. 12.7 million americans still out of work. >> laura: these numbers are dreadful i believe across the board. little positive news to glean from these. nevertheless, a number of conservatives have come forward and are a bit concerned that in tone, and in enthusiasm, we seem to be missing something in the romney campaign. did you think that when he came forward today for a brief appearance that that was enough? that that was sufficient to kind of get people to stand with him for his positive solutions? >> you know, governor romney has a history of creating jobs i think people understand that he is a job creator. he has had companies that have created jobs. his record speaks for itself. that's the part that's going to be very appealing. all of us want the economy to improve. we don't want our fellow americans to be suffering. but clearly something is not working. this economy is stuck and they are just, you know, employers are concerned, all sorts of

things. >> laura: elaine, you seem a little bit more impassioned right now than governor romney seemed today. that's my point. would you prefer him to see him almost a little ticked off about these numbers? this is our country going down the tube. i have heard from people? this confirm what is i have heard. >> politics is not theatrics. >> laura: in part it is. ronald reagan thought. >> performance here. clearly this president has not performed. and this come this november the person people will decide. >> laura: you are satisfied. there is nothing that you would critique about the romney campaign so far at all. >> i think the governor can you know, has shown that he has lots of skills. and, you know, so, whether he is, you know, whether he is he going to be exceptionally emotional, i think that's the way he is people are going to understand that we're not into theatrics anymore. >> laura: that's actually an interesting response. and that might be a response i would like to hear from the romney campaign. it's not about theatrics.

this is my record that's what i'm going to do. >> unfortunately romney doesn't have a plan for creating jobs or one that will create jobs quickly. >> laura: have you been to his web site, david? he absolutely does have plan to create jobs. >> i read his jobs plan and almost all the things that he proposes would not take effect any time soon. what he wants to do is cut regulations, he wants to restructure the corporate tax code. he wants to change trade policy. none of that is going to be a short-term solution. the short-term solution we need is more stimulus spending. >> laura: more spending? >> to put those construction workers back to work. i read the jobs report today. the highest rate of unemployment is among construction workers, almost 13%. that's why we need this investment in infrastructure. >> i think there is a great deal of disagreement. i think in fact the still columbus was totally wrong headed. it was a wrong move. if anything that has shown the lack of right policies to drive this economy. what this economy needs is for the government to stay out and

for the government to create the environment through which the private sector can create more jobs. >> laura: david, i just don't think there is much appetite for more spending given where we are in in this country today. we have been spending, spending, spending. we have been 45 year spending boom in america. enormous amount of money generation terrible debt. it's a nightmare for people today. go ahead. >> the congressional budget office found that the obama stimulus created 3.3 million jobs. >> laura: how many jobs have we lost in that term as well? how many have we lost. >> also lost a lot of job. >> that's the normal churn of the economy. >> the knelt effect has been positive. look what china did. china had a massive stimulus after the crash of 2009. it came roaring out. it did a lot better than we did. our stimulus was too small. >> laura: they are doing a lot of other things too like cheating. they are doing a lot of things. >> we have to do more stimulus. that's the bottom line here. >> spending or restraint. spending or fixing our i you

lost the momentum created by a terrible obama care ruling and instead it managed to create a new media narrative of g.o.p. confusion and dissent. i said and i wrote last week that getting up on whether the mandate and obama care is a tax or penalty is silly and counter productive. conservatives crystal, lowery and "wall street journal" have own since added blistering critique of romney's campaign. although the campaign has largely dismissed the complaints, today it announced a shift in its communications team. romney's 2008 spokesman kevin madden will now play a bigger role. and other than his one interview with cbs and today's brief appearance to discuss the jobs report. governor romney has been enjoying a long planned family

vacation. with the kind of optics that, don't, perhaps do him any favors. and he is letting president obama, who himself loves a good vacation or two or three turn the tables on him. >> when i think about my family or michelle's family, you know, what made us rich was spending time together. best vacation i had when i was a kid was we -- my grandmother and my mom and my sister, we traveled around the country on greyhound buses and on trains and we stayed at howard johnsons. >> that is funny. joining us now from miami republic strategist chris ba gala. chris, you know, the howard johnsons, i remember those howard johnsons, the orange roofs and great ice cream. >> sure. >> laura: clearly the president who i alluded to has taken more vacations in three and a half years than any president in recent memory. he tries to turn the table on mitt romney because, of course, romney is on vacation

this week along planned family vacation. there and images of him jet skiing or boating or wind surfing abound on the internet. so obama thinks ah-ha, i have my moment. isn't that kind of a gift to give the president when there is no need to do that? >> you know, it might be. and those are maybe not the best images to send out. but it is the first week of july. and there are a lot of people taking vacations. and he is with his family. it's not the first week of october. so, you know, as we micromanage this campaign, they are under a white hot spotlight as you know, laura, because the obama policies have been so detrimental and the center and the right of this country want president obama out and he they want these policies stopped and, therefore, the romney campaign as is the case with any campaign, but they are under even more scrutiny and in the long run things are going to work out fine. i think they are in a good position. >> laura: well, chris, i'm

looking at some of these poll numbers and i don't find t to be all that comforting, frankly, 47% to 38% romney down in ohio. florida, quinnipiac, owe boom that up 45%, romney down 41%. the numbers in pennsylvania are nothing short of disturbing. 45 obama, 39 romney. new hampshire has it pretty much dead even. and in virginia, romney, thankfully is up a few points. there seems to be a disconnect between the reality of what we're seeing right now and the intensity of the campaign. it's not coming from just me. we have charles krauthammer, we have bill kristol, we have rush limbaugh. we have the "wall street journal." we have numerous other people out there who are pretty good at branding, pretty good at messaging. i think they want romney to win. and they see the supreme court ruling totally botched. can you grade that reaction a to f how did they react to the

supreme court ruling? >> you know, i don't think that the romney campaign wants to attack. remember, romney's favorables are very low. economist poll yesterday, laura, we saw that his favorable is 41 and unfavorable is 49. when you attack as a candidate your unfavorables go up. this guy can't be at 49 unfavorable. he needs to be around 52 to 56 favorable. and, therefore, they don't want to attack right now. i think that's fine. pacs are attack okay the ridiculous supreme court decision and the fact that it is a tax. i'm here in miami and i'm telling you the airwaves are being pummeled by pacs like american crossroads and they are saying this is a tax. they are saying this is wrong. romney's campaign needs to get out there and be more aggressive about jobs, economic plan and tell his story, a bio, the images of him on a jet ski are not all that bad. a lot of people don't know

this guy yet. he needs to be more aggressive there and let the pacs do the attacking. maybe people need to chill out a little bit. it's the first week of july. not the first week of october. i think the romney campaign is going to be fine. >> laura: i get that certainly pawlenty said on my radio show today look, people shouldn't panic. i'm not panicking. i'm just saying, this is really bad. these numbers are really bad today. our country is really hurt hadding. i think he tried to address that today in his speech. people are craving something a little bit more. they are craving a little bit of passion, maybe a little righteous indignation. doesn't mean he has to wave his arms and mindlessly attack president obama personally. they are looking for a little ump. a little spice. i don't know, maybe that's just not -- maybe that's not in the cards. neferlsz, on a long hot summer i think that's what people kind of want. that's my view. you can close it out. last word. >> sure, well, no, he is who he is. this is not an aggressive guy. his confrontation that the attitude is not there.

outrageous situation in the golden state. the california teacher's association, a powerful labor union with more than 325,000 members, helped defeat a proposed law that would have made it easier for school districts to fire teachers in cases of sexual and other egregious misconducted. the union argued that the bill violated the teacher's right to due process. what about the children's right to be safe inside the classroom? joining me now from fort worth, texas is radio talk show host janine turner. from los angeles leslie marshall, she is a fox news contributor. okay, ladies. explain this one to me. because leslie, you know, at first blush this seems to be fairlyncredibly outrageous with children and their lives at stake. their emotional well being at stake with a teacher who might be accused of in this case criminally indicted for some type of sexual misconduct. now t will be more difficult to suspend or remove the

teacher for this type of what could be criminal misconduct. what happened? >> well, i live here in california as you know. although my kids are part of the l.a. unified school district, that's not our district where the allegation took place most recently. very heinous. as a mother it sickens he me. i'm a union gal. i also am a constitution and everyone has a right to due process innocent until proven guilty gal. i have to say where i stand differently between the union and between our politicians here in california is i would feel much more comfortable as a taxpayer in the state of california and a mother if we had a temporary suspension until this person is found by a jury of their career to be innocent or guilty. and if they are found to be innocent or acquitted. then you can pay them back pay. if you don't suspend somebody, if you not withholding pay. if you have them anywhere near the children, i definitely have a problem with that as a mom especially. >> janine, this came out of that school district case with this teacher.

over the course of many years? >> look parents weren't telling the whole story. some type of coverup and this is how this change ended up being proposed. >> yes, well, he was blindfolding the kids and feeding them things that he said was icing on cookies. it's horrible. and it goes further than that the l.a. unified school district just paid him $40,000 to retire instead of going through the process because he they felt the process was going to be too difficult and too lengthy and too expensive. and that's what this bill was all about. i think the fact that the committee and the house did not take this to the house floor is shameful. this is why school choice is so important. that helps dignify the children and gives parents more say. >> i think what happens people start wondering whether unions

have the interest of their union members first and foremost or whether given the fact this is education the interest of children are put first. i understand some people do get accused unfairly. you don't want to think that but they do. there have been cases where people have been accused of horrible things. their lives are ruined and over. they turn out to be innocent. i'm a former criminal defense attorney i have seen it but, nevertheless, and especially in this case in california, leslie, i mean it took $2 million for the school district to get rid of this teacher. and then they end up having the ultimate insult of having to pay teachers who committed these acts against students that is the insanity that i think drives parents and taxpayers just off the cliff here. they can't belief this is happening. yes and they are angered and rightly so. i'm one of them here in california. because he we are going on a presumption of guilt with this man. yes, i have got it say if i were sitting in that jury box

and i had the information i have right now i would say guilty. no question. $40,000 extremely difficult to swallow. should have been forced to retire. us suspended without pay until there was an outcome to this because like you said, laura, rightly so, there are teachers who are wrongly accused but the evidence here is very strong. like i say, a picture is worth a thousand words. >> if i may. >> laura: we have to move on to brad pitt's mom because we are almost out of time. i think there is more agreement on this topic than there usually would be for a topic with all of us. brad pitt's mom has come out writing this scathing letter to newspaper in her state about president obama and i think it's about the -- is it about the marriage issue, which is fairly interesting. what's going on? >> she talked about a lot of things. one is the actual article was saying if you are, you know, a christian you shouldn't vote for someone who is a mormon. i think she was combating that as well as all the other things that obama stands for and that really to look at the

bigger picture here, even our founding fathers talked about divine providence. it doesn't have to be a specific type of denomination. so i think that she was really looking out for the heart beat of america. heart beat of america represents. and that's where i think that hollywood and the madison avenue, they get it wrong a lot of the time. she was taking them on and actually going against a lot of the son believes as well. >> laura: her son is doing the prop 8 deal in california. he and his wife have been outspoken about gay rights and gay marriage. mom and son don't have to agree on everything, right? >>. no and i think it's very -- it's very common for some of the older generations to be more conservative. i know my mother is certainly more conservative, doesn't agree on all the issues with me, definitely. but, come on, this is not brad pitt we are talking about his mom. if she is going to be all upset, i'm sorry about something she doesn't feel is very, you know, christian or she doesn't like the president supporting gay rights. i don't want to be mean is she going to talk to her son and

>> laura: in the factor follow up segment tent, the latest unemployment figures indicate economic conditions are getting worse, not better for the black community. 14.4% of blacks are unemployed up from 13.6 in may. and while 88% of african-americans still support the president, there are some signs that blacks are turning on president obama. listen to what tavis smiley had to say about the president sending valerie jarrett to a conference for black journalists. >> the president didn't make send valerie jarrett and she was there. she did in fact say the room packed full of african-american journalists that the president has genuine love for black people. what's fascinating to b. that to me few things. number one that i have never heard the president say that so, to send a surrogate out to tell people that he really loves you is fascinating for me if the president himself doesn't tell you that i love

you. that's like me sending you to tell my momma that i love her. >> laura: actor morgan freidman an ardent obama supporter added fuel to the fire while trying to defend the president against critics. insisting he is not the first black president. barack had a momma and she was white. very white, american, kansas, middle of america, there was no argument about who he is and what he is. america's first black president -- he is not america's first black president. is he america's first mixed race president. >> laura: joining me now from new york reverend jacques degraff. is he a fox news contributor and here in washington with me author and film maker morton. i always wonder about these stories. blacks turning on obama. i don't see much evidence of this but nevertheless, it was somewhat interesting, morgan freidman's comment.

i'm not sure if it was a real criticizing of the president. >> laura: we haven't had our 100%. >> shades. >> what is this monolith of blackdom doesn't fit into this comfortable desks of what we want it's not our kind of black. it rejects the mosaic or beauty of this broad spectrum of what we identify with. i think in this juncture is he not representing the political idealogue that he thought he was going to be so now we can distance ourselves from him by giving him this narrow definition. >> laura: reverend degraff, i have heard people joke that well, if things start turning badly for the president, some of his left wing critics will be saying, well, i he not our first black president. we're still waiting for our first black president. it's just kind of a running joke. i don't know if feedman was getting at that or not. nevertheless, tavis smiley has been a big promoter and defender of the president. he seemed more than a little

bit miffed that the president did not show up himself to, quote, express his love for the black people, instead, sending valerie jarrett to say well, the president loves black people. to me that seems a little odd. i really wouldn't blame tavis for being a little miffed. >> if tavis is miffed that that's one thing. i don't consider tavis to have been with the president. he has been carping from the sideline primaries when he was with hillary as many of us believe. having said that i think what you are seeing right now is a family conversation in the african-american community there is disappointment and some disenchantment with a number of things that have happened. when you weigh the scale of barack obama vs. mitt romney there is no comparison. >> laura: really. >> he will still get his 90% plus come november. >> laura: reverend degraff, i must say i don't understand this and i'm looking for education from you. 14.4% unemployment. we have wages depressed, in

part because the president himself refuses to enforce our immigration laws. that makes a lot of latino folks really happy and i understand that but, nevertheless, it has hurt black workers in the country. that is a fact. in addition, on the marriage question, i myself have interviewed african-american ministers, the majority overwhelming majority of whom are opposed to what the president did with his, quote, evolution on marriage. is, on those three issues, how has this president served the black community? >> i wouldn't dispute your conclusions. what i would say is this: those are a part of the indices, the people will judge the president on. they will also judge him on the fact that he got usama bin laden. they will also remember that he is bringing home the troops. they will also do some things that may or may not resonate with you or resonate more strongly with the parishioners of those black preachers. every day he shows up for work and is a role model for our

community. he and his family have been devoid of scandal. they have been, when this community 73% out of wedlock births, the way they conduct themselves and they live and exemplify family values, that goes into the mix. now, the fact that is he now now -- not coming to the naacp this summer is more of a cause than snubbing the journalists in the summer because that's a more representative organization. so, as i said, there is discontent. we will discuss it and continue discussing it and then we will discuss mitt romney who who has no record and 90% in november. >> laura: if he weren't black, and there were was a black challenger to that candidate, would you be saying the same thing? >> that's a lot of ifs. >> laura: yeah, i know it is. this is kind of a brutal question but you can jump in here. >> i think that we want to talk about he has got some -- the troops coming home. when you talk about the black

agenda, i mean,. >> laura: jobs. >> jobs. unemployment, education, all of those things, and the president never ran ton this kind of podium that i'm going to be the black president and running on black issues. however, you talk about around the dinner table issues that are effecting the black community today are we better off now than we were three and a half years ago? it just doesn't give that appearance. the better question is not is the black community turning their back on president obama. is will they turn out in the same form that they did in 2008 which helped bring him over the top' to get elected. >> laura: i think reverend degraff is right about this and reverend, i think you are more than right about this is that the example that the obama with their family,. >> devoid of scandal. >> that sounds like kind of a low bar to set for somebody. >> it is the way in which they exemplify. >> i agree. that's a positive thick. and i think we need to see more examples of that in all communities. >> exactly. >> romneys have that too.

>> laura: thanks for staying with us. i'm laura incorporate yam in for bill o'reilly. republic congressman joe walsh is in a tight race against tammy duck worth. iraq war veteran who lost both of her legs in combat. recent campaign stop walsh took issue with the way ms. duck worth talks about her military service while on the campaign trail. by comparison, he noted that senator john mccain is often uncomfortable discussing his own service. >> now, i'm running against a woman who, my god, that's all she talks about. our true heros, the men and women who served last thing in the world they talk about. that's why we -- we are so indebted and in awe of what they have done.

>> laura: joining us now from chicago is congressman walsh who has been heavily criticized for those remarks. we also invited on his opponent tammy duckworth who declined our invitation. congressman walsh you have obviously gotten a lot of blow back. i will ask you point blank do you think tammy duckworth who lost both of her legs in a black hawk helicopter accident in iraq in combat do you think he she is a hero. >> oh, absolutely, lauer. i have said that hundreds of times. let me just provide a little context. that was said at a town hall last saturday with 400 people talking about obama care. what did i at the beginning of that town hall is what i do at the beginning of all my town halls. i recognize the heros in our presence. in my book, any man or woman who wear as uniform is a hero. i have said that about tammy countless times. but, one final piece, i'm running against a woman who has got david axle and rahm emanuel running her campaign.

a national spokesperson for the muslim community. mr. safar it's good to see you. i think when people hear these comments from congressman carson, while his clarification or his statement to us doesn't seem too controversial, they remember some of the more inflammatory things congressman carson has said in the past about, for instance, the tea party movement equating it to, you know, wanting to bring back jim crow laws or saying that some tea party members would like to see plaques hanging from trees and i really just completely off the wall comments. so they hear this kind of stuff about madrassas and the next thing people think is okay we want to radicalize young men in the united states to become, you know, islamists, what's your reaction to this little tempest in the teapot hear? >> as you know, laura, the community is a leading proponent of separation of religion and state including public schools. we met with the congressman carson last week at a special bipartisan event on capitol

hill to honor the arrival of our international khalif, spiritual leader of our community. he was one of over 38 members of congress there i believe his views are consistent with ours o. i don't think it's fair to say that he is advocating for some sort of taliban style education in america. i understand his comments to mean that the education system in america can benefit from the experience and the critic la of american muslim schools as well as the emphasis on education and rationality and pluralism found in the koran. that in itself is not controversial. we have religiously based schools all over america. they all have many positive facets. if i may, what i think is part of the confusion here is the use of the word madrassa. but that arabic word only means school. in fact, it has semitic origin from the word madrush t has no sorts of implication of religious affiliation or political affiliation. i think his clarification for the statement is fair that is he not advocating for a

position of islam in our education system. it's just that we can learn from different schools whether it's muslim, jewish, christian, alike. we can all learn and bring -- >> laura: he himself was the product of, i think, catholic education as well as other schools. so he has kind of an interesting background. you about i think what people might say is that if an evangelical christian who is a congressman got up there and said something like, this he would be excore excoriated or she. separation of church and state how dare you say we should make this a model for or school system. keep god out of the schools that would be part of the response there separate it out. i actually think religious based education has a lot of values. do i get worried places like alexandria, virginia, i know you remember that controversy from some years ago, they had to remove very hateful things from the curriculum in the saudi funded the islamic sad
